			<content:encoded><![CDATA[<p>Though Mayor Bloomberg’s congestion pricing plan sank before it was ever launched, perhaps the city council’s newest efforts to relieve New York’s roadways will be able to float: five-borough ferry service.</p>
<p>At 7 a.m. this morning, a 250-passenger ferry left Breezy Point, Queens on its first commute to lower Manhattan. For six dollars, commuters can trade in their congested highways or a packed A train for a leisurely hour long ride to the city.</p>
